Office Fit-Out Approvals in Dubai: Civil Defense, Landlord and Free Zone Requirements

By Artirior Team

The construction itself is often not what delays an office fit-out in Dubai. Approvals are. Several parties need to sign off the design, the materials and the contractor before work starts, and again before you can operate. This guide explains who they are, the order they usually come in and what to prepare.

Who needs to approve your fit-out

  • The landlord or building management: approves the design against the building’s fit-out guidelines and registers the contractor
  • Dubai Civil Defense: reviews fire and life-safety aspects such as materials, exits, alarms and sprinklers
  • The free zone authority, if your office is in one (for example DIFC, DMCC or the Dubai Development Authority areas): has its own fit-out rules and approval process
  • Dubai Municipality: relevant in onshore areas for permits and related building matters where they apply
  • DEWA: involved where power or cooling connections change

The usual order of approvals

  • Get the landlord’s fit-out guide and design criteria before you design anything
  • Appoint a designer or design-and-build contractor and prepare drawings: architectural, MEP, fire and ceiling plans
  • Submit for landlord design approval
  • Submit for Civil Defense and any free zone or municipality approvals, as applicable
  • Register the contractor with the building: insurance, trade licence, workers’ details and a work permit
  • Mobilise and start works, with inspections at the stages the authorities require
  • Obtain completion and handover approvals, and any occupancy sign-off before you open

Documents you will usually need

  • A copy of the tenancy contract or lease
  • Your trade licence
  • Stamped drawings for architectural, MEP and fire layouts
  • Material specifications and fire-rating or test documentation
  • The contractor’s trade licence, insurance certificates and method statement
  • Completed landlord and authority application forms

Why fit-outs get delayed

  • Drawings that do not follow the landlord’s guide, which sends them back for revision
  • Materials without the required fire-rating or documentation
  • Starting procurement before design approval and then having to change it
  • Missing contractor insurance or registration paperwork
  • Working-hour and noise restrictions that were not planned into the programme
  • Late changes to the layout after approval, which restarts part of the process

How to shorten the timeline

The best approach is to run work in parallel. While approvals are in progress, long-lead items such as joinery, glass and specialist ceilings can already be in production, as long as the design is frozen. Choose materials with documented fire-rating from the start, submit complete packages in one go and keep one person responsible for answering authority comments quickly.

Approvals in free zones

Offices in free zones like DIFC and the DMCC area around JLT have their own authority and their own requirements, in addition to the landlord’s. The sequence is similar, but the forms, drawings format and inspection stages differ. Tell your contractor early which free zone and building you are in, so the programme reflects it.

Working with Artirior

We prepare drawings, coordinate landlord and authority submissions, supply fire-rated materials with documentation and manage the build under one contract. Because we manufacture joinery and glass and aluminium works ourselves, we can start fabrication as soon as the design is approved.

Rules and approval steps differ by community, building and authority and change over time. Treat this as a guide, and confirm current requirements for your property before work starts.

Frequently asked questions

Do I need Civil Defense approval for an office fit-out in Dubai?

Most commercial fit-outs need fire and life-safety review, particularly where partitions, ceilings, alarms or sprinklers change. Your landlord’s fit-out guide and your consultant will confirm what applies to your unit.

Does the landlord have to approve my fit-out design?

Yes. Landlords and building managements require design approval and contractor registration before any work starts.

How long do office fit-out approvals take in Dubai?

It depends on the building, the authority and how complete the submission is. Complete drawings that follow the landlord’s guide shorten it considerably.

Can the contractor handle the approvals for me?

Yes. Artirior prepares and submits the landlord and authority packages as part of a design-and-build or turnkey contract.

Are fit-out rules different in a free zone?

Often yes. Free zones such as DIFC have their own authority and requirements on top of the landlord’s, so tell your contractor which zone you are in at the start.
